We staff in the Philippines, so treat the recommendation with appropriate suspicion. What follows is written to survive that.
There is no best region. There are three regions with different shapes, and the right one depends on what the work is and when it has to happen.
Does the work need to happen at the same time as yours, or just before you wake up?
Almost every other consideration bends around this one.
Answer this before comparing anything else. It eliminates more options than cost does.

Latin America’s advantage for US businesses is structural and cannot be matched. Someone in Colombia or Mexico works your hours in their daylight. Filipino and Indian staff covering US Eastern are working through their night — which many do, sustainably and by choice, but it is a real thing you are asking of someone and it narrows who will stay.
The Philippines’ advantage for Australia is the mirror image. Same working day, one hour apart. Nothing else competes.
Everyone claims strong English. The useful distinctions are narrower.
The Philippines is the strongest of the three for customer-facing voice work with US and Australian customers. Accent neutrality is genuinely high, cultural reference points are largely shared, and the tone in service situations tends to land well.
India has enormous depth in written and technical English, particularly in finance, engineering and analysis. For work that is documents rather than conversations, the distinction largely disappears.
Latin America varies more by country and individual than the other two. Bilingual Spanish-English is a real advantage if any of your customers are Spanish-speaking, and no other region offers it.

The gap between Latin America and the Philippines is what you pay for real-time overlap with US hours. Whether that is worth it is a question about your work, not your budget: for a customer-facing role it usually is, and for production work it usually is not.
Philippines — customer service and voice support, executive and administrative assistance, e-commerce operations, bookkeeping for AU/UK/NZ systems, real estate support, travel and hospitality accounts. Deep, mature outsourcing sector, long tenure, low friction with US and Australian business culture.
India — software development, data engineering and analytics, finance and accounting at scale, technical support, research. Unmatched depth in specialist technical and analytical roles, and a strong fit with UK hours.
Latin America — anything needing live US-hours overlap, Spanish-English bilingual support, sales development and outbound calling into US markets, roles where being in a nearby timezone genuinely changes how the work feels.

Picking the region before defining the job.
We have watched businesses agonise over country comparisons for weeks and then hire against a brief that said “virtual assistant, 20 hours.” The brief is what decides whether this works. Region is a constraint you apply afterwards.
Write the actual week first — Monday does this, daily does that, Friday produces this by 2pm — and the right region usually becomes obvious without a comparison table.
Yes, and larger operations often do — real-time coverage in one region, production work in another. Below roughly five people the coordination overhead usually outweighs the benefit.
Not reliably. They are broadly comparable for administrative roles. India is often cheaper for high-volume back-office processing and more expensive for specialist technical work. Cost is rarely the deciding factor between these two — the deciding factor is whether the role is conversational or technical.
