Upwork is very good at what it was built for: finding someone to do a defined piece of work, once. Ongoing support roles are a different problem, and people usually discover the mismatch around month three.
Freelancers are optimising for a portfolio, not for you. A good one is managing five clients. Your Tuesday emergency competes with four other Tuesday emergencies, and you have no claim on the outcome.
There is no continuity when they leave. They will leave — that is how freelancing works. Your processes leave with them, and you restart the whole cycle.
Nobody covers absence. Illness, holiday and family emergencies mean the work stops.
Fees and rates rise for long engagements. A model built around finding new work each month is not the cheapest way to buy the same forty hours every week for two years.
Screening is entirely yours. Reviews and job success scores tell you someone completed contracts. They do not tell you whether this person will exercise judgement inside your business.
None of that is a criticism of Upwork. It is a project marketplace being used as a staffing solution.

Marketplace model with a subscription, plus payment and compliance tooling layered on. Less admin than pure direct hiring, still your responsibility to screen and manage.
The provider recruits against your brief, employs the person, and handles payroll, equipment, quality assurance and cover.
More expensive per hour than direct, and that is the point. You are buying the parts of the job you would otherwise do yourself.

The honest arithmetic is not hourly rate against hourly rate. It is:
Direct hiring: the rate, plus 10–15 hours of your time screening, plus payroll admin, plus the cost of doing it all again if they leave in month three.
An agency: a higher rate, and none of the above.
Which is cheaper depends entirely on what your own hour is worth and how much a gap in coverage costs you. For some businesses direct hiring is clearly right. For others the maths flips the first time someone leaves without notice.

Often, yes, subject to Upwork’s own terms on taking contracts off-platform. An employer of record is the usual route if you want to formalise it.
