There is no best provider. There are three different products sold under one name, and choosing the wrong category is a more expensive mistake than choosing the wrong company within it.
You post a role, receive applications, and hire someone directly. The platform charges a subscription or a fee; after the introduction, everything is yours — screening, payroll, management, replacement.
Examples: OnlineJobs.ph, VirtualStaff.ph, Upwork.
Suits you if: you have hired and managed remote staff before, the role is simple and low-risk, and you have ten to fifteen hours to spend screening properly.
Costs you if: it is your first offshore hire, or the work cannot stop when someone leaves.
The provider recruits against your brief, employs the person, and stays involved — account management, quality checks, cover during absence, replacement.
Examples: Virtual Coworker, 20four7VA, MCVO Talent, iFOVS.
Suits you if: you want someone screened for you, you need continuity, or the role requires judgement rather than just execution.
Costs you if: the budget genuinely does not stretch, in which case a marketplace is the honest answer.
Full offshore teams, dedicated facilities, ISO-certified processes, contracts sized for corporate procurement.
Examples: Outsourced.ph, and the large Manila BPOs.
Suits you if: you are staffing ten or more roles, or you have security and compliance requirements that need formal certification.
Costs you if: you want two people and a straightforward arrangement.
Once you have picked the category, four things separate providers inside it. Ask every one of them:

Some observations from measuring these sites directly, offered as facts rather than judgements:
20four7VA runs by far the largest content and page footprint in the category, including dozens of city-level landing pages. If you are searching for a virtual assistant in a specific US city, they are likely what you found.
Virtual Coworker publishes an hourly rate guide openly and leads with a no-recruitment-fee position. They route to a booking call rather than embedding forms.
Outsourced.ph has the deepest role taxonomy of anyone — roughly 230 individual role pages across eleven categories — and is the only provider in the set running a genuine interactive cost calculator.
MCVO Talent is blog-led, with several hundred articles and prominent Clutch review placement.
VirtualStaff.ph operates the marketplace model with a subscription, plus published salary guidance for employers hiring directly.
iFOVS — us — recruits outside Manila and Cebu, in Zamboanga Sibugay. That is a deliberate retention play rather than a cost one: fewer competing employers in a regional economy means people stay, and staff turnover is what actually determines whether the specialist you hire this year is still with you in three.
Not “who is best”, but “what does this specific role need?”
A data entry role that follows clear rules will work through almost any of these providers, and you should optimise for price. An executive assistant making judgement calls on your behalf will succeed or fail on selection, and you should optimise for who screens hardest.
Most people research providers for two weeks and then hire against a brief that says “virtual assistant, 20 hours”. Write the actual week first and the shortlist usually narrows itself.

Ask to speak to a current client. Look for a registered business, a physical address, and named people. Directory listings on Clutch or Outsource Accelerator involve some verification, which is why providers cite them.
